Most individuals, self employed, and small business owners have taken Florida Health Insurance Rate Hikes as the inevitable evil.<br/><br/>

<p> Barack Obama&#8217;s ambitious health care plan is fairly simple and straightforward. His plan seeks to dramatically and swiftly increase the number of people that have health insurance. He insists that this plan will save the typical American family approximately $2500 in annual costs. Since the average Ohio health insurance premium is less than most other states, savings to Ohio residents may average less than $2500.</p>
<p>The Obama plan is designed <span id="more-9"></span>to give the federal government more control over health care decisions and dollars, a major difference from the current decentralized system of employer-based insurance and state-based insurance regulation. Here in Ohio, health insurers have been effectively held in check by the Ohio Department of Insurance. This, however, is not the case in many other states.</p>
<p><b>The Obama Plan</b></p>
<p>Many parts of the Obama plan resemble initiatives from the Clinton health plan of 1994 and the Kerry Health plan of 2004.<br/><br/>
<p>Essentially, Obama&#8217;s health care plan is divided into three sections:</p>
<p>1. Modernizing the US health care system to lower costs and improve quality<br/><br/>
<p>2. Promoting prevention and strengthening public health<br/><br/>
<p>3. Quality, portable and affordable health coverage for every person</p>
<p><b>The &#8220;Savings&#8221;</b></p>
<p>The $2500 in savings will come from health care reform, using some of the following initiatives:</p>
<p>*Making health insurance universal, which may reduce spending on uncompensated care.<br/><br/>
<p>*Improving management and prevention of chronic conditions.<br/><br/>
<p>*Increasing insurance industry competition and reducing underwriting costs and profits.<br/><br/>
<p>*Providing reinsurance for catastrophic coverage, which will reduce insurance premiums.</p>
<p><b>Shifting Cost Burden</b></p>
<p>While all of these ideas are feasible, the underlying theme seems to be simply shifting some of the cost burden from the private sector to the government. And of course, much more control of our health dollars and decisions would come from Washington D.C and not Anthem or UnitedHealthCare.</p>
<p>The Obama plan will actually compete directly with Ohio private health insurance companies in a &#8220;National Health Insurance Exchange.&#8221; The federal government (not health insurance carriers) would determine the quality of health benefits that Americans would receive. And these new rules would apply to both the new national health plan and all participating private health plans.</p>
<p><b>Preventative Coverage Would Be Emphasized</b></p>
<p>Obama&#8217;s health care plan will encourage &#8220;healthy lifestyles&#8221; with specific emphasis on wellness. Employer wellness programs will be increased, and cafeterias and vending machines in the workplace may see healthier food.</p>
<p>School-based health screening programs may increase along with increased support for physical education.</p>
<p>For Ohio individuals and families, the Obama plan would require preventative services on many federally-supported health programs such as Medicare, Medicaid and SCHIP. One benefit may be possible discounts to on health insurance premiums for enrollment in wellness and prevention programs.</p>
<p>Currently, some Ohio individual health insurance policies offer a similar discount, such as Anthem&#8217;s Lumenos Health Incentive Account (HIA).</p>
<p><b>Ohio Group Health Insurance</b></p>
<p>Employer-based health insurance would radically change under the Obama plan. Here in Ohio, both small and large employers are able to choose among many different health plans for their employees. The Obama plan would force employers to offer a specific level of health benefits to their employees or pay a tax to finance a national health program. Currently, the amount of provided health benefits and the size of the tax have not been specifically discussed.</p>
<p>Perhaps the best and most economical health insurance plan for Ohio residents would be a concept already in place&#8230;HSAs (Health Savings Accounts). Thus, instead of imposing a top-down change on the health care system, it would seem to be prudent to transfer direct control of health care dollars to individuals and families. This would allow Americans to choose their own health plans and benefits, while making health insurance companies compete directly for consumer&#8217;s dollars by providing a real value to patients.</p>
<p>All of this could be accomplished by specific tax and regulatory changes designed to utilize the power of free-market competition. Health care spending could be reduced, preventative treatment could be emphasized and portability could be promoted. Reforming the tax treatment of health insurance and aiding employers that help their employees buy health insurance would help quite a bit.</p>
<p>For now, Ohio health insurance rates are remarkably low compared to many other states. There are many reputable health insurance companies that offer a wide array of policies, including Health Savings Accounts. That shouldn&#8217;t change much for the next two years. In 2011, things might change&#8230;hopefully, for the better.</p>

<p>The amount you are required to pay for medical care in a fee-for-service plan after you have met your deductible. The coinsurance rate is usually expressed as a percentage. For example, if the health insurance company pays 80 percent of the claim, you pay 20 percent.</p>
<p><b><i>Coordination of Benefits</i></b>A system to eliminate duplication of benefits when you are covered under more than one group plan. Benefits under the two plans usually are limited to no more than 100 percent of the claim.<br/><br/>
<p><b><i>Co-payment</i></b><br/><br/>
<p>Another way of sharing medical costs. You pay a flat fee every time you receive a medical service (for example, $5 for every visit to the doctor). The health insurance company pays the rest.</p>
<p><b><i>Covered Expenses</i></b>Most health insurance plans, whether they are fee-for-service, HMOs, or PPOs, do not pay for all services. Some may not pay for prescription drugs. Others may not pay for mental health care. Covered services are those medical procedures the insurer agrees to pay for. They are listed in the health insurance policy.</p>
<p><b><i>Customary Fee</i></b>Most health insurance plans will pay only what they call a reasonable and customary fee for a particular service. If your doctor charges $1,000 for a hernia repair while most doctors in your area charge only $600, you will be billed for the $400 difference. This is in addition to the deductible and coinsurance you would be expected to pay. To avoid this additional cost, ask your doctor to accept your health insurance company&#8217;s payment as full payment. Or shop around to find a doctor who will. Otherwise you will have to pay the rest yourself.</p>
<p><b><i>Deductible</i></b>The amount of money you must pay each year to cover your medical care expenses before your health insurance policy starts paying.</p>
<p><b><i>Exclusions</i></b>Specific conditions or circumstances for which the policy will not provide benefits.</p>
<p><b><i>HMO (Health Maintenance Organization)</i></b>Prepaid health plans. You pay a monthly premium and the HMO covers your doctors&#8217; visits, hospital stays, emergency care, surgery, checkups, lab tests, x-rays, and therapy. You must use the doctors and hospitals designated by the HMO.</p>
<p><b><i>Managed Care</i></b><br/><br/>
<p>Ways to manage costs, use, and quality of the health care system. All HMOs and PPOs, and many fee-for-service plans, have managed care.</p>
<p><b><i>Maximum Out-of-Pocket Expenses</i></b>The most money you will be required pay a year for deductibles and coinsurance. It is a stated dollar amount set by the health insurance company, in addition to regular premiums.</p>
<p><b><i>Non-cancellable Policy</i></b>A policy that guarantees you can receive health insurance, as long as you pay the premium. It is also called a guaranteed renewable policy.</p>
<p><b><i>PPO (Preferred Provider Organization)</i></b>A combination of traditional fee-for-service and an HMO. When you use the doctors and hospitals that are part of the PPO, you can have a larger part of your medical bills covered. You can use other doctors, but at a higher cost.</p>
<p><b><i>Pre-existing Condition</i></b>A health problem that existed before the date your health insurance became effective.</p>
<p><b><i>Premium</i></b>The amount you or your employer pays in exchange for health insurance coverage. <b><i>Primary Care Doctor</i></b>Usually your first contact for health care. This is often a family physician or internist, but some women use their gynecologist. A primary care doctor monitors your health and diagnoses and treats minor health problems, and refers you to specialists if another level of care is needed. In many health insurance plans, care by specialists is only paid for if your are referred by your primary care doctor. An HMO or a POS plan will provide you with a list of doctors from which you will choose your primary care doctor (usually a family physician, internists, obstetrician-gynecologist, or pedicatrician). This could mean you might have to choose a new primary care doctor if your current one does not belong to the plan. PPOs allow members to use primary care doctors outside the PPO network (at a higher cost). Indemnity plans allow any doctor to be used. <b><i>Provider</i></b>Any person (doctor, nurse, dentist) or institution (hospital or clinic) that provides medical care.</p>
<p><b><i>Third-Party Payer</i></b>Any payer for health care services other than you. This can be an insurance company, an HMO, a PPO, or the Federal Government</p>

It is only us three; we do not have any additional employees.  We pay for our health insurance through our business.  Based on these facts, I was wondering how much I stand to save on my personal taxes.  Is this a standard write off like any other business expense or does the IRS treat health insurance differently?<br />
